I have no knowledge of painting and cannot say for sure, but it appears to have been painted by Munakata Shiko (1903-1975).
On the right side of the plate is the Buddhist term "teizenhakujiyu", which means to have a mind that removes the worldly gain that one would like to obtain.
On the left side is the word "KOSUMOSUBIYO", which I think means beautiful like the Cosmos flowers.
I have no knowledge of Buddhism and am not familiar with the paintings, so I hope the above information is just for reference.
