I have no knowledge of painting and cannot say for sure, but it appears to have been painted by Munakata Shiko (1903-1975).
The plate has the Buddhist term "shitsukongonosaku" written on it, where "shitsukongo" seems to mean the nightshade deity who protects the Buddha Dharma.
The word "nosaku" means fence in a field.
I have no knowledge of Buddhism and am not familiar with the paintings, so I hope the above information is just for reference.
